Plan the event as a sequence, not a single headcount

An exhibition can need many hands during booth setup, a smaller but more visible guest-service team during opening hours, and a fresh breakdown crew after visitors leave. Asking only for a total number of event staff in Jeddah hides these different duties. Start with the venue programme: loading access, exhibitor arrival, inspection, doors opening, sessions, catering intervals, closing and final handback. Mark who owns each phase, which areas become public and which tasks must finish before the next phase begins. This guide is an employer planning framework; the organiser and venue must confirm the actual event conditions before a staffing commitment is made.

Fix the operating boundaries with the venue

Collect the approved floor plan, loading bay arrangements, permitted work windows, registration layout, service entrances and emergency contacts. Identify stairs, lifts, restricted rooms, waste holding points and storage for empty packaging. Ask the venue which activities require its own appointed specialists and which the event contractor may undertake. Do not assign general helpers to electrical connections, rigging, equipment operation, licensed security or specialist installation simply because they are present. Record the responsible qualified contractor for each such task. A workforce brief should clearly state the supervision arrangement and the boundary between guest assistance, technical work and venue control.

Build a staffing timetable around release gates

Use the organiser’s actual timetable rather than an assumed standard event shift. Before loading begins, confirm that passes, transport, supervision and access are ready. Before visitor admission, require a signed area handover: furniture placed, walkways clear, registration tested and visible cleaning completed. Before breakdown, obtain confirmation that visitors have left the relevant area and the venue has released it for work. These gates prevent crew movement from creating conflicts with exhibitors or guests. The timetable should name the person who can delay a handover when an area is unsafe or incomplete, and the contact who authorises a change in staffing scope.

Estimate capacity at the busiest point

Count service positions and tasks before naming headcount. For registration, list the active desks, queue guidance points and staff needed for exceptions; test the process with the organiser’s expected arrival profile. For cleaning, list zones, patrol frequency, washroom checks and waste collection rather than a single floor-area assumption. For setup, list quantities and handling conditions, then validate productivity with the responsible contractor. Add supervision, break relief and an agreed contingency based on the risk of delay. Do not present a universal staff-to-visitor ratio as a guarantee: layout, ticketing, accessibility needs, session timing and service scope change the requirement.

Separate visitor peaks from the event calendar

Use confirmed bookings and the organiser’s admission forecast to identify peaks. A busy registration period, a conference session change or a simultaneous exhibitor delivery can strain different teams at different times. Seasonal demand alone does not prove how many people a specific Jeddah event will attract. Ask for expected arrivals by interval, session capacities and any group transport schedule, then update the staffing plan when those inputs change. Where estimates remain uncertain, agree who can authorise extra cover, how that cover is requested and what operational limits apply if it cannot arrive within the required window.

Coordinate noisy or obstructive work with the venue and organiser. Waste collection should use agreed back-of-house routes where possible and avoid the busiest arrival or exit period. Protect accessibility and emergency routes when moving bins or carts. Guest-facing cleaning, washroom attendance and post-event cleaning are different service requirements; state whether each is included and who supplies consumables, machinery and waste removal.

Brief guest-service staff for the questions they will hear

Provide a concise venue map, session locations, opening hours supplied by the organiser, accessibility contacts, lost-property procedure and a clear escalation route for complaints. Practice a few realistic questions before doors open. Tell staff what they may confirm and which requests require the organiser’s decision. Avoid collecting visitor information on personal phones or sharing photographs of attendee records. If registration handling is included, specify the authorised system and instructions supplied by the data owner. Language ability, calm communication and familiarity with the site matter more than a generic hospitality job title.

Prepare the breakdown team before the event ends

Breakdown is often treated as leftover work, but it needs its own lead, condition checks and transport plan. Identify exhibitor-owned items, hired furniture, equipment requiring specialist disconnection and materials approved for disposal. Do not start removing public-area furniture while guests still use the space. Use a zone-by-zone release, count returned items and record damage or missing equipment through the organiser’s process. Confirm the collection schedule and loading route before contractors arrive together. Plan realistic crew availability after the event: the day team may already have completed its agreed work period.

Agree scope, compliance and change control before mobilisation

Specify the employer, supplier and venue responsibilities in the accepted service scope. Confirm worker eligibility, appropriate employment arrangements and any applicable permissions with the responsible parties before deployment. Event admission passes do not by themselves establish legal permission to work. Avoid promises about universal permit eligibility, approval timing or recruitment speed. Document hours, supervision, transport, uniforms, meals where applicable, equipment ownership, replacement procedure and payment terms. For a late scope change, record the new task, start and finish, required competence, approving contact and revised capacity before assigning a team.

How should we request event headcount?

Provide coverage positions and task quantities for each phase, with the actual opening programme and peak arrival estimates. Ask the supplier to review capacity, supervision and relief needs rather than requesting one undifferentiated total.

When should breakdown staff begin?

After the organiser and venue release the relevant zone for breakdown. Give them a separate item-return list, specialist-work boundaries, waste route and final inspection time.
